AECOM is seeking a Commercial Manager to be based in our Baltimore, MD office to support the B&P Tunnel Replacement (BPTR) Program among other project opportunities available at AECOM.AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station.The Commercial/Contracts Manager will oversee the administration and performance of the Design Joint Venture (DJV) contract(s). This role ensures effective contract management, compliance, and communication throughout the design phase and contract closeout. The position requires regular attendance at the Integrated Project Office (IPO). The ideal candidate will have strong design management experience combined with commercial and contractual expertise to manage complex issues and facilitate collaboration across teams.Key ResponsibilitiesAdminister contract(s) ensuring compliance and performanceManage contract modifications, change orders, and claims resolutionServe as primary interface for commercial and contractual challenges during design progressionMonitor financial performance, identify risks, and recommend corrective actionsSupport dispute resolution and DRB processesReview invoices and deliverables for compliance with contract termsCoordinate closely with Procurement and COTR on official contract actionsMaintain vital records for audits, grants management, and contract closeoutTrend and manage E&O activities and commercial impacts on construction packagesPrepare weekly performance updates for leadershipLead development and maintenance of project risk registersSupport negotiations for contract change orders and variationsManage design issues impacting construction packagesOther duties as assigned Required QualificationsBachelor’s degree in Engineering, Construction Management or related +2 yrs of leadership or demonstrated equivalency10 years of experience in design management and contract administrationKnowledge of commercial and contractual processes in large-scale infrastructure projectsProven ability to manage complex contracts and resolve disputes effectivelyAbility to analyze problems, forecast risks, and implement solutionsExperience with invoice review, audit support, and grants management Preferred QualificationsProfessional Engineer (PE) licenseLegal or advanced commercial backgroundRail industry experienceExcellent communication, negotiation, and stakeholder management skillsExperience with alternate project delivery methods such as CMAR, design-build or P3 on major capital programs.Strong infrastructure design and construction program and contract management experience with working knowledge of construction contracts, technical specifications and engineering drawing interpretationsExperience preparing and administering change orders, Requests for Equitable Adjustments (REAs), delay and impact claimsExperience supporting mediation, arbitration, and dispute resolutionHighly knowledgeable about federal competitive procurement processes and regulations.Highly motivated and self-directed with the ability to manage multiple project team members, consultants, and contractors for specific initiatives Adherence to BPTR program policies is mandatoryWe are interested in every qualified candidate eligible to work in the United States.
